On the session held on 25 December 2025, the Council of the
Energy Agency of the Republic of Serbia has adopted a decision granting
approval to the Transmission Network Code prepared by the transmission system
operator of the Republic of Serbia, EMS AD.
The main reason for adopting the new Transmission Network
Code is alignment with the new Energy Law of November 2024, the Decree on the
Conditions of Electricity Delivery and Supply, as well as harmonization with
European network codes (adapted EU regulations) that have been transposed into
the legislative framework of the Republic of Serbia.
This Code is also harmonized with other rules prepared by
EMS AD: the Rules for the Connection of Facilities to the Transmission System,
the Market Operation Rules, and the Rules on the Suspension and Restart of
Market Activities.
The most significant changes compared to the previous code
include: the definition of new terms related to system users; further
elaboration of chapters related to ancillary services, in particular regarding
the role of aggregators as new market participants and cooperation between the
transmission system operator and the distribution system operator, all with the
aim of ensuring the secure operation of the transmission system; the definition
of criteria and methods for the application of operational constraints; and the
introduction of a new chapter defining the technical conditions for connection to
the EMS AD telecommunications system.
