Cross-border transmission capacity allocation
Pursuant to Article 109 of the Energy Law (“Official Gazette of RS”, No. 145/14 and 95/18 –another law), with the approval of the Energy Agency, the transmission system operator adopts Rules on Cross-Border Transmission Capacity Allocation.
These rules regulate the procedure and manner of allocation of cross-border electricity transmission capacity as well as the type and scale of data and the manner of their publication.
By the adoption of these Rules, available on the websites of the PE “Elektromreža Srbije“ and the Energy Agency, a non-discriminatory and transparent framework was established for the allocation of cross-border transmission capacities on the borders of the PE EMS control area where joint allocation of transmission capacities was not agreed with neighbouring operators.
Joint transmission capacity allocation with neighbouring operators
Pursuant to Article 164 of the Energy Law (“Official Gazette of RS”, No. 145/14 and 95/18 –another law), procedure and manner of allocation of cross-border capacity may be regulated by the transmission system operator, with the approval of the Energy Agency, by a contract with transmission system operators of other countries, i.e. electricity market operators.
The Council of the Agency gave an approval to the Public Enterprise for Electricity Transmissiona nd Transmission System Operation “Elektromreža Srbije“ (PE EMS) to:
- The Agreement between Transmission System Operator of Hungary MAVIR ZRt. and PE EMS on Procedure and Manner of Allocation of Cross-Border Capacity for 2016. The Agreement defines rules for annual, monthly, daily and intraday auctions of available transmission capacities on the border Serbia – Hungary.
- The Agreement between Transmission System Operator of the Republic of Romania Transelectrica and PE EMS on Procedure and Manner of Allocation of Cross-Border Capacity for 2016. The Agreement defines rules for annual, monthly, daily and intraday auctions of available transmission capacities on the border Serbia – Romania.
- The Agreement between Transmission System Operator of the Republic of Croatia HOPS and PE EMS on Procedure and Manner of Allocation of Cross-Border Capacity for 2016. The Agreement defines rules for annual, monthly, daily and intraday auctions of available transmission capacities on the border Serbia – Croatia.
- The Agreement between Transmission System Operator of the Republic of Bulgaria ESO and PE EMS on Procedure and Manner of Allocation of Cross-Border Capacity for 2016. The Agreement defines rules for annual, monthly, daily and intraday auctions of available transmission capacities on the border Serbia – Bulgaria.
- The Agreement between Transmission System Operator of the Republic of Bosnia and Herzegovina NOS BiH and PE EMS on Procedure and Manner of Allocation of Cross-Border Capacity for 2016. The Agreement defines rules for annual, monthly, daily and intraday auctions of available transmission capacities on the border Serbia – Bosnia and Herzegovina.
