PERMANENT ADVISORY FORUM OF THE NATIONAL REGULATORY AUTHORITIES OF THE BALKAN COUNTRIES ESTABLISHED

On September 29, national energy regulators of Bulgaria, Greece, Serbia, FYR of Macedonia and Montenegro have concluded an Agreement on the Establishment of Permanent Advisory Forum of National Regulatory Authorities of the Balkan Countries (Advisory Forum).
The founding members of the Advisory Forum and Parties of this Agreement are the following national regulatory authorities: Energy and Water Regulatory Commission of the Republic of Bulgaria (EWRC), Regulatory Authority for Energy of the Republic of Greece (RAE), Energy Agency of the Republic of Serbia (AERS), Energy Regulatory Commission of the FYR of Macedonia (ERC) and the Energy Regulatory Agency of Montenegro (REGAGEN).
Bearing in mind key priorities of fostering competition and guaranteeing security of supply in the transition towards a stable, liberalized and interconnected energy market, via the Board of Regulators and ad hoc groups, the Advisory Forum will provide a framework for discussions, exchange of experience, and where possible, the development of common positions and recommendations on regulatory issues falling within the scope of the electricity, gas and water and sewerage markets in the region.
The Agreement envisages a possibility to invite other interested parties from natural gas, electricity, water and sewerage sectors from the Balkans region and adjacent countries to participate in ad hoc groups or in the Board’s annual meeting.
This Agreement is without prejudice to the rights of each country to determine the conditions for exploiting its energy resources, its choice between different energy sources and the general structure of its energy mix.
