On the session held on May 31, 2017, the Council of the Energy Agency of the Republic of Serbia (Agency) has adopted the Report on Necessity of Regulation of Price of Electricity for Guaranteed Supply for 2017, Report on Necessity of Regulation of Price of Capacity Reserve for Secondary and Tertiary Control for 2017 and the Report on Necessity of Electricity Supply of the Last Resort for 2017 (link).
The Energy Law prescribes that the Agency analyses and publishes the reports on the necessity of further regulation of the given prices once a year on the basis of: reached level of competitiveness in the local electricity market, achieved level of protection of energy-wise vulnerable customers, development of regional electricity market and assessment of available cross-border capacities. Once a year, the Agency also estimates the necessity of further implementation of the supply of the last resort.
On the basis of the analyses that have been made and assessments made by the Commission for the Protection of Competition and the Ministry of Mining and Energy within their competence, the Council of the Agency has concluded that the conditions have not been created for the cease of the regulation of prices of electricity for guaranteed supply (as universal service) and prices of capacity reservation for system services of secondary and tertiary control as well as that it is necessary to keep the function of the electricity supply of the last resort in the forthcoming period.
